Backlink Analysis: From Link Profile to Priority List

The short version
The tool sits in Google Search Console. You upload a text file listing the links Google should leave out when assessing your website.
The rules are short:
.txt extension.domain:example.com for a whole domain including subdomains.Worth knowing: there is one list per property, and a new upload replaces the old one entirely. Anyone adding entries has to re-upload the previous ones. Disavowed links stay visible in the links report. Google's documentation says processing takes several weeks. Google also describes the effect as a strong suggestion rather than a command.
The documentation is unusually blunt for a tool the provider ships itself.
It is an advanced feature that should only be used with caution. Used incorrectly it can potentially harm your site's performance in Google Search. And further: in most cases Google can assess which links to trust without additional guidance, so most sites will not need to use this tool.
Google made this clear at launch in October 2012. The tool was built for advanced webmasters only. Asked whether most sites need it, the answer was that the vast majority do not need it in any way, and anyone unsure should probably not use it.
Google names two conditions that must be met at the same time:
A manual action is not an algorithmic downgrade. Behind it sits a human reviewer at Google who found a spam policy violation. It appears in Search Console under "Manual actions". If nothing shows there, you do not have one.
For scale: Google sent over 90 million messages to site owners in 2019, of which roughly 4.3 million concerned manual actions. (Source: Google Webspam Report, 2020) Google has published no newer figures, and a breakdown specific to unnatural links never existed.
Even then disavowing replaces no clean-up. The intended path is to first try having the links removed, then disavow the remainder, then request a review.
Statements from Google staff go beyond the tone of the documentation.
A technical development sits behind this. With the December 2022 link spam update Google uses its SpamBrain system to neutralise the impact of unnatural links, detecting both buying and selling sites. The announcement contains no call to action for site owners.
In May 2024 Mueller said of the tool that at some point they would surely remove it.
In the vast majority of cases the right response to odd-looking links is to watch them and do nothing else.
